GOOD NEWS! OK just to finalize this ridiculous saga, if I logged in to the windows store AND windows as the account that seems to be "locked" to Minecraft 1.16, I was able to download that version. 🎉 The other account seemed to be locked to 1.15 beta for.. no reason?
